They say we have to rebuild the bridges between Spain and Catalonia. Everyone is saying as much, so it must be true that they are broken. There are normally two responses to a broken bridge. Some hold that the bridge cannot be repaired because over time the river has been poorly regulated and those who could regulate it have no intention of doing so. The second response comes from those who would regulate the river and rebuild the bridge.

Jordi Pujol believes that there is great confusion in Europe, especially regarding the left, and that we need to reflect at length to save the welfare state and promote values that are appropriate for our times. He gives an example of this by talking about immigration.

We have recently given over a number of editorials to Catalan questions: Espriu and his relevance; the need for a plebiscite; the challenges of Catalan-Spanish dialogue; the need to emerge from the chasm that threatens us. And this is coherent. The overriding priority of any country – including Catalonia’s — is to be.

Some people are on edge, even scared, by recent developments. Not only from the economic or social standpoint. Because the situation is serious. And it calls for a concerted effort to straighten things out. But thereis also concern about the increasingly worsening relationship between Catalonia and Spain. Deep concern. Alarmed, people in both Madrid and Catalonia are calling for dialogue between Catalonia and the rest of the Spanish State. These include sectorsof society, the media, maybe even some intellectual and political circles... They are also fearfulfor the economic crisis, even though the causes differ from those of the state crisis.

We concluded last week’s editorial with three reflections by economist Alfred Pastor, in part the inspiration behind this article. 1. He said, “That the southern states (referring to Europe) should receive some assistance from the North seems indispensable. However, this crisis also highlights that which should be one of the principles of a more united Europe: aid should be extraordinary and, as such, transitory.”Indeed, aid has been most important. In some cases, such as Spain’s, extraordinarily important. Solidarity has been forthcoming and in many ways it has produced with highly positive results. This should be borne in mind when criticising the UE, not least those countries that send most funds to the South. In many respects Spain has done well from this aid.

In fact the original title of this editorial was Spain’s time has come. We changed it because all things considered,if indeed Spain’s time has come,it is because that country has become a serious and complex problemthat is having deeply negative effects in many areas, in fact in Spain itself. The presumptuous“Spain is doing well” of not so far back has changed to “Spain is doing badly”. Since, in fact, the turn of the century. From the start of a decade that has been disappointing in many ways. And this has had, and continues to have, a negativeimpact in all areas, including the increasingly strained relations between Catalonia and Spain.
