En plena negociació pel text de l’Estatut, és important fer-se una reflexió sobre la validesa de la Llei. Jo ja he escrit més d’una vegada que l’única llei suprema de debò és el diccionari, però al capdavall és cert que això no té cap validesa pel fet que jo ho digui. Ni tan sols té validesa el fet que sigui cert. No serveix de res. Cap sistema legal o normatiu no funciona si no té un consens mínim al darrera, un sistema de valors comú, una acceptació més o menys general de la seva conveniència i també de les seves limitacions.

El gendre perfecte

Hi ha una retòrica molt gastada que consisteix a blasmar els joves per la seva irresponsabilitat. El descobriment de la responsabilitat com una de les carències més lluminoses de la nostra època sembla haver reduït tota relació humana a això: un intercanvi de responsabilitats. Si l’únic instrument que tens és un martell, tot t’acaba semblant un clau. En fi, a la responsabilitat se li atribueixen grans mals d’aquest temps, i així va ser, per exemple, en el seminari sobre la Construcció de la Societat Responsable que el propi Centre d’Estudis Jordi Pujol va organitzar ara fa uns dies.

The Scottish historian, N. Ferguson, living since two years ago in the United States, is specialized in history of the 19th century and XX. In this work offers an documented analysis of the international panorama, of the history U.S. and of its foreign policy, above all since the facts of the 11-S. He treats to test ihis thesis: if the United States can be considered an empire or not, just as it could be another, for example, the British. At the beginning, the author thinks that the world needs an empire as a guarantee of order and a requirement for the liberty. A non polar world–without any great power - is more vulnerable and more insecure. According to him, although the United States has been always a very powerful country to be a great empire, the Americans do not consider their country an imperial power. There are three reasons that explain why United States seems more strong than is really: the economy, the population and the lack of coordination in the domestic policy that impedes a strong leadership and cash in the attainment of the objectives of foreign policy. In spite of all, the author believes that the United States is the best candidate to be an Empire. Despite if the reader thinks Ferguson is wrong or not, this book interests above all by the brilliant analysis of the recent history, and because the author does it with a solid and well documented informations.

The web also puts at the disposal of the citizen the possibility to acquire some official publications to detail the information.
