The (im)possible relation

Gaziel said that Catalunya could feel completely Spanish in a Spain that "resembled Switzerland: worker, bourgeois, tidy, pacific and of politically federative composition". But –he warned immediately after- what is dramatic of the matter is the fact that "a similar Spain" has never existed.

In one of the election campaigns for the re-election of the president De Gaulle, of whom he was minister of Culture and informer, André Malraux managed to warm up the spirits of the teachers. The ethics of the respect The professor of philosophy of the University of Barcelona, Josep M. Esquirol, has published a book -The respect to the attentive look- that is a reflection on what he names the ethics of the respect, as "the need to counteract an excess, the excessive use of the techniques in our society that ens up conditioning our way of working and of understanding the world". According to the professor "we have finish with an idea that we have in the head since a long of time ago and it is that of the progress. It is a metaphysical idea that comforts us, but that we will have to rectify".
Valentí Fuster and the qualities to be a good scientist The professor Fuster, who received the scientific prizes of the four most important organizations of cardiology of the world, pronounced a conference in the Clinic Hospital on the occasion of the centennial of the center where he explained the conditions to be a good scientist. An overflowing intelligence is not essential but it is necessary to have the courage of the risk to explore new lines of research, altruism and generosity fot the team work, passion for the things to which each one has decided to be dedicated and work, especially a lot of work. The expresident of Ireland, Mary Robinson, receives the Príncipe the Asturias prize of Social Sciences Mrs. Mary Robinson, the first woman president of Ireland and commissioned of the United Nations for the Human Rights, received the Príncipe de Asturias Prize of Social Sciences. According to the president of the Constitutional Court and member of the jury, the awarded is pioneer in the deployment of the Community Law. She gave impulse to the creation of the International Penal Court and was the first head of state who arrived to Kigali in her visit to Rwanda after the genocide. The awarded valued the prize as "a recognition to the important task of endowing the globalization of more solid perspectives on the human rights and the equality of sexes". With more than four a million, Spain is already the second country with more immigrants of the European Union Since 2001 more of half an annual million of people have arrived to Spain, and the percentage of foreigners is today, superior to that of France and of the United Kingdom, of 8,4%. The immigration is the main social problem of the receiver countries, singularly Catalunya, for the different characteristics of the newcomers and for the quantity, that make a good and adequate integration difficult. The improvisation and the changes of politics have generated disturbance and provoked lack of capacity to articulate the necessary measures, especially concerning the job market, the sanitary attention and the housing. Meeting in the Pyrenees of 550 businessmen It is the seventeenth meeting, and this year has been dedicated to the models of growth. It was discussed how the enterprises must face the possible change of trade cycle. As Josep Pont, co-owner of the Group Borges explained, it is necessary to find a spare to the current model, based on the construction and the immigration. It was also claimed an improvement of the infrastructures. The president Jordi Pujol initiated the meeting with a conference on the immigration sharing a round table with the representative Mohammed Chaib, the exminister Manuel Pimentel and Mauricio Rojas, representative of the Swedish Parliament. An environment more stable for the family enterprises Ramon Adell, president of the Spanish Association of Managers, demanded a more stable environment to improve the future of the family enterprises, indicating that there are reasons for the optimism because Catalunya keeps being a big economic engine. More than 400 managers met in Peralada to debate on investment and patrimony and on how to modernize the family enterprise. Miquel Roca, president of Roca Junyent lawyers, defended that the most important challenge of these companies is to maintain the balance between the familiar relationships and of business.

Great emprires, small nations
|

The current world offers to the small nations opportunities to be selfgoverned without being one sovereign State -without army, currency or own frontiers-, as long as they are linked to big democratic empires as, for example, the United States or the European Union, which provide them with public goods of great scale. This is the subject of the book of the professor Colomer. An essay very well documented of political and economic history, which is read with easily , as the author pretends. The part dedicated to the analysis of the case of Spain and of the small nations, Catalunya and Euskadi is specially interesting. For Colomer, Spain can be considered the clearest case of unsuccessful attempt in the construction of a national State in the western Europe, a model largely failed in the rest of the world. And he arrives to the conclusion that, if Catalonia wants to strenghten its democratic self-government, in a feasible way, it is necessary to strengthen also its europeism, its “Atlantism” and to promote the use of languages such as the English and French. The book has been awarded with the Prize of Essay of the Foundation Trias Fargas 2005.

Centre d’Analyse Stratégique

The Centre of Strategic Analysis is an organism created recently by decree in France and linked to its First Minister. It’s mission is to advise the Government in the definition and the policy making in economic, social, environmental or cultural matters. Therefore, it works in coordination with the different organisms appointed to the ministry. With the aim to stablish For governmental policies according to the European guidelines it is linked with the General Secretary of Europen Matters (SGAE) and its decisions are influenced for the reports that it elelaborates and as for the communitarian guidelines defined in the "Lisbon strategy".
