Civil society according to Jordi Pujol

a family

Personal initiative and endeavour

We shall staunchly defend civil society. In first place because it gives priority to people and initiative, which are basic components of Catalonia.

In second place, because of its component of personal endeavour. Civil society means initiative, and initiative means personal service, demand and responsibility. A country without generosity, willingness, demands and effort is a condemned country. We cannot build a country based on whatever comes easy.

Catalonia's greatest asset

Catalonia's civil society is the cornerstone of the country. This is because of the nation's previous dearth of political and institutional mechanisms. A dynamic and constructive civil society was entirely necessary.

Catalan civil society warrants praise: it is functional, it is creative, and it has initiative. It is truly popular, multiform, and plural. And it is also open to difference, based on living with the other. Civil society lays the foundations and builds the supports.

Despite its strength, Catalan civil society suffers from serious shortfalls

Therefore it must continue to be strengthened. The Generalitat must thus create a conducive framework with policies to achieve two objectives: to limit intervention and give wide-ranging freedoms, and to foster a creative and communicative climate. "Building a country" implies bolstering civil society and making it appropriate for strong and constructive action.
